Plastic manhole cover

There is a plastic manhole cover cover that has been sat on the pavement for months now, I belive its covering a aaged Thames water manhole. It however keeps slipping into the road and being hit by vehicles when they go past. Please can it be removed and the manhole repaired properly rather then just leaving something on top of it for months.
