Tarmac has broken up and is both sinking and rising out of the ground

The tarmac surface has badly broken up revealing the clay beneath. Every time we drive onto our driveway it deteriorates further and now hits the underside of my car as when a wheel goes over it, the wheel sinks and displaces the mud/tarmac forcing it upwards. I’ve tried flattening it but it just pops up/sinks again. It’s on the pavement and so is now also a serious trip hazard.
