Double yellow opposite not marked properly - cant reverse

Outside 3 Hilda Vale Road are double yellow parking lines both outside the house and opposite the road. However the double yellow lines opposite the house haven't been repainted along with the other lines (last few times) so people parking think the yellow starts sooner than it really does. This means we have cars of all sizes parking outside our house and next to our house which leaves zero space to get out the drive way.
Made worse by the fact we have a fence which makes one side a blind spot when reversing. And even more troublesome is the dug up pavement that has signs and cones outside which takes up even more of the road.
As you'll see from the pictures we often get big pick up trucks park for 2 weeks at a time without moving opposite our house. With a car parked outside our house anyway there is no space on the road to move. It requires a lot of work and care. All our visitors struggle with it. One even hit into our neighbours parking lights.
The double yellow needs to be refreshed to the original lines which would give us some space to reverse out our house.
Please note the parking is always vacated in this road because we live so close to the hospital. They're staff park here for the entire day all week long for 12 hours at a time. The truck in the picture has been parked there for 2 weeks without moving which wouldn't be a issue if it had parked a bit further back to allow us space to get in and out our driveway.
When cars are parked both opposite our house and outside our house the width of the road is tight. So much so we often see people.hit their side mirrors, and cars have to slow down to drive through it.
