Irresponsible selfish parking making turning at the bottom of the street impossible

The two cars pictured are parked where pictured on a daily basis. Both have their own drives, neither use them. The white Fiat owner lives at no 9 Woodland Vale and the car at the centre of the image visits no 11 daily. The issues are caused by these two houses selfishly not using their drives and having no regard for other residents. The root cause are no 9, who have been reported before but always revert back to the same behaviour after a warning. They have room for three cars on their drive but are too lazy to move for one another. If there was an emergency, and there could be as most residents are over retirement age, the emergency services would struggle. Even delivery drivers are now commenting on the parking up here, but it’s all caused by conflict between nos 9 and 11. Everybody else has consideration for others. This issue has now existed for months after improving last year following a complaint. It always goes around in the same circle sadly.
