Flooding on adopted footpath outside 33-35 Firs Close

Dear Highways Team,
I am writing to report a persistent problem affecting the public footway along Firs Close, directly outside numbers 33, 34 and 35.
During periods of heavy rain the pathway floods to the point that it becomes impassable. Residents and visitors are forced either to walk through deep standing water or step into the front gardens to reach the front of the properties. This creates obvious access and safety concerns, particularly for those with pushchairs or limited mobility, and increases slip risk in colder weather.
I have previously made enquiries regarding responsibility for the path and have been advised through a Local Authority search that Firs Close is a highway maintainable at public expense. On that basis, I understand the inspection, maintenance and any drainage remedial works fall to Buckinghamshire Council as Highway Authority.
Given that this issue recurs whenever there is significant rainfall, please can you arrange for an inspection of the footway and associated drainage as a priority, and advise what remedial action will be taken to prevent the flooding from continuing.

If the flooding is caused by a water leak we will report it to the relevant water company, who are responsible for water leaks.
There are occasions when flash flooding overloads the drain/gully, even when a drain/gully is clean and well maintained it can only cope with a certain volume of water at one time, a sudden and heavy downpour can still cause flooding especially if the road is in a low lying area, this generally clears away over a matter of hours.
The Highway Officer is only able to inspect the drain when the water has cleared away, this will be done within 10 days and if required, an order will be raised to clear the drain.
