Branches from horse chestnut tree adjacent to property rubbing on phone cable advised by open reach engineer to report before serious damage is caused

Tree branch still rubbing against cable, open reach engineer who asked me to report it did say that council would probably not do anything until cable was damaged, which seems ridiculous!
