Recently poorly made repair of pavement has already started to crumble

This pavement repair made in Autumn last year, was poorly executed and not sealed at the edges, as a proper longterm repair aught to be done. Had started to crumble away, after ONLY 3-4 months! This needs to be looked at again and rectified, please? (If this has been done correctly with hot tar and sealed, the council could save money and time for other repairs.
