This is a recurring problem, people dumping their rubbish next to the waste bin. Is it not possible to put a sign up to deter this.

This is the view from my bedroom window. A lot of this rubbish was strewn across the area, a caring person has gathered it up and put it next to the bin. It's something I intended to do myself. I'm 77 years old and manage to get to the recycling centre. I believe a sign saying no tipping and a fine if you do would deter people from leaving their rubbish there. I will be talking to my MP, perhaps they can help.
