Drain continually blocked despite cleansing

The drain outside Number 2 Liddington Road is not functional.
Despite repeated reports and cleansing, the drain does not work.
I understand that periodic rain events will occasionally overwhelm any system but water now regularly backs up from the drain, mounts the kerb and flows down the side of #2 past the front door to the house.
It is only a matter of time until the property is flooded.
Having owned the house since 1996, this did not start happening until road repairs were undertaken on Leckhampton Road in early 2000's.
The flow of drainage was altered so that water no longer remains on the main road but turns into Liddington Road.
I would like to know what the root cause is and what will be done to fix it. Additionally what can be done in the interim to minimise risk.

We will investigate the issue. If additional clearance work is needed, the local highways team will prioritise the most urgent reports. Where possible, maintenance tasks will be grouped together in a schedule for efficiency.
Sometimes during periods of heavy rain, even a clear gully can be overwhelmed. Usually the water will drain away within an hour.
