Storm / Surface water drainage flooding of Property

On the 03/02/2026, at 10am, we found that our electical / plant room floor was under an inch of water.
It was raining outside, and we initially checked the main storm water grate and found that the water level was above the height of the pipes, but at the time did not think about the space above.
We then found water coming out of a joint in the downpipe of our building, so we called a drainage company. They arrived and found no damage or blockage in our pipes. The issue was storm water not draining. At this time, the outside storm drain was now filled to the top.
They told us that we need to call thames water. we waited all day and they arrived on the 04/02/2026. Case number - SA2996960 They did not find any blockages however, the storm drains that proceed towards the water course was all full.
They have stated that they do not control/look after the storm water drainage on the industrial estate.
Thames water have taken all the pictures of the issue, in each storm drain. I have requested the pictures - case number 01521126. (Reason no attached photos)
I have then contacted West Oxfordshire Council, who informed us to talk to Oxford County Council, who told us to raise this Fix My Street.
The issue is that the water is flooding our electrical room, which is a health hazard. and is causing damage to the building.
