Cars parking on pavement

The cars outside the flats around at the one way part on Harley Road completly obstruct the pavement, pedestrians have to walk on the road to pass by the parked cars.
There are double yellow lines on this part of the road so cars shouldn't park on road let alone on pavement. There is a small private parking area in front of the flats (former shop)but vehicles overhang from this on to the pavement.
I will ask the Traffic Wardens to pay some attention to this area.

I have contacted the police on serveral occasions with regards to this but the problem has been ignored. I am also aware of other people who have also reported this to the police with little response.

After this was first reported I spoke to the Council's Parking Services section and I know that the Traffic Wardens have visited this area. As there are yellow lines here, it is really a matter for the Wardens rather than the police.
I have also discussed this with the landlord of the flats. I understand that he has had contact with Parking Services and has told his tenants to restrict their parking to the small car park in front of the flats.
