Road obstructions

A handful of residents are permanently storing their wheelie bins in the road to reserve parking outside their house. Whilst I understand this must be frustrating for them, it makes it incredibly difficult for me to pick up / drop off down the road as there’s often no where for me to park up. One resident has had her car covered in food waste as a deterrent to stop her parking outside this particular house, despite there being now parking restrictions on the road.
