Tarmac subsiding in pipe trench - getting worse

The tarmac in the pipe trench running across the road (near number 27) is subsiding - right side of the photo. This has been getting worse in the last two months so that there's now an audible bang as cars and lorries go over it. The road is heavily used and there is a road safety concern for bikes in particular, plus potential damage to the utilities below(?).
