Bins collection blocked

Hi . I want to complain about this bin blockage Im pur are on back of Mitford road . Our bins is blocked to place rubbish and also to collect them . Our bins is not emptied regularly and this situation do not make it better . So where I supposed to place my rubbish if I am not able to claim past the blockage? Our street is already so rarely visited by bin collectors that this situation not easier the situation in our back street . How long this will be left like this as my green bin hasn’t been collected already 2 months . And I already completed about it in past and it’s still not done . So how the bins will be collected on Tuesday ? If I can’t move them out of the blocked area ? Please let me know if someone can come and move my bins out of the roadworks as it not very safe me to climb there to place my rubbish in the bins which is blocked by roadworks .
