Several vehicles abandoned in parking bay

A neighbour who lives 2 doors up are parking up to 4 untaxed, uninsured cars with no MOT on a residential red route parking bay. taking up all the space including a disabled neighbour’s parking space. This means that the disabled neighbour is forced to park in an adjacent street and struggle to walk to their house. The cars are regularly parked up while the owners are carrying out mechanical repairs in the street, leaving the footway full of tools and car parts creating trip hazards and forcing pedestrians have to cross the road or walk in the busy road. I have also witnessed them pouring vehicles fluids down the drain at the end of the parking bay. This has been going on for months and the vehicles are sat motionless for several months before they sell them and get more vehicles in their place
