Persistent deep water in wet weather

The position is roughly opposite the entrance to Loam Pottery, Westmark Farm. The westbound (south) side of the road fills with water. The ditch is completely full with vegetation and silt and the pipe under the drive access to Westmark Bungalow is blocked, about 70m the the east. Every time it rains I have to drive slowly round this left hand bend because the water is deep enough for aquaplaning, or complete loss of control or a rear end crash if you can stop in time. There is a concrete manhole surround right on the edge of the road which has been struck a few times because the verge has been washed back. It is a simple fix with 2 or 3 men, a digger and drain rods. The work will be immediate if there is a serious injury or fatality here.

I received an email on 2nd February saying work is in progress then absolutely nothing happened. How long do we have to wait before there is a serious collision in wet weather. The standing water was present this morning (Sunday 1st March). It is one thing to say work is in progress, it is altogether unforgiveable for a public body to give false information.
