Rubbish and faeces on garage roof

I have reported this via phone several times over the past 18 months but it has never been dealt with. The faeces was in doggy poo bags and was approx. 25 to 30 bags. They were hanging in the trees at the back, unfortunately with the leaves now on the trees the ones that are still hanging are not visible, but many bags have now biodegraded and are on the roof itself. There is a lot of other rubbish up there and it is a sight I am graced with every morning when I open my curtains. The bushes themselves are overdue a cut. The offender of the poo slinging has been identified and appears to no longer be doing it. The other general rubbish has been up there around 12 months. Although the rubbish is unsightly it is the faeces that is of greater concern, as many of the biodegradable bags are visible on the roof still.
