Broken street light in Freshwater carpark Brixham

On more than one occasion when I have walked from to Freshwater carpark only one "street light" is working. On 5th February 2025 via FMY street I reported one light being broken (see photo). It is still broken one year later. I understand this light might be the responsibility of the Harbour Office rather than Torbay Council. If this is true can contact be made with Brixham Harbour Office to arrange for Property Services to replace the light? The light needs to be working as it was quite frightening walking in the dark through a carpark.
