Line of council bins obstructing pavement

These bins have been left on the pu luv highway for more than a month now. They cause obstruction to buggy’s both child and disabled. We watched as someone struggled to get past on their mobility scooter trying not to fall in the road on the narrow doorway. These bins should not be left here other than on bin collection day
