Car abandoned in front of car port

This car has been parked in front of my carport for the last 3 weeks. it never moves as my house mates are in most of the time. The front tyre is flat and there are some scrapes down the side of the vehicle and I’m worried it’s been abandoned. There is a no parking sign on the gate and it’s over a dropped kerb, I have also left notes asking it to be moved and they have been ignored. This is becoming a real problem as I need access regularly to the back of my house and I’m unable to do so with this car in the way, thank you
