Unknown Blue Substance on Path and in blocked Grid

An unknown Blue Substance has been left next to a Pedestrian Path near the gate of Broadgreen School Queens Drive, outside The Green Flats. Work has recently been undertaken near this by a Utility Company. Many people walk their Dogs on this Path, not knowing what this is it could cause harm if ingested or picked up by small children. Evidently this substance was also seen on the road on a blocked grid which was reported on the 25th, this needs identifying and removing in case it's toxic.

Still there on the 04th February. I trust this has been checked as to the nature of this and is harmless so people's Dogs don't get ill as many people walk their Pets on that path. They will not see it when it's dark.

Email received from Council 10.59am 9th February to inform me that somebody would be inspecting Blue substance today.

Unknown Blue Substance still in blocked grid with dead Rat next to it. Can somebody please confirm what the substance is? 28th of January first reported, still in grid and still on Path on 3rd March.
