Unknown Blue Substance on Path and in blocked Grid

An unknown Blue Substance has been left next to a Pedestrian Path near the gate of Broadgreen School Queens Drive, outside The Green Flats. Work has recently been undertaken near this by a Utility Company. Many people walk their Dogs on this Path, not knowing what this is it could cause harm if ingested or picked up by small children. Evidently this substance was also seen on the road on a blocked grid which was reported on the 25th, this needs identifying and removing in case it's toxic.

Still there on the 04th February. I trust this has been checked as to the nature of this and is harmless so people's Dogs don't get ill as many people walk their Pets on that path. They will not see it when it's dark.

Email received from Council 10.59am 9th February to inform me that somebody would be inspecting Blue substance today.

Unknown Blue Substance still in blocked grid with dead Rat next to it. Can somebody please confirm what the substance is? 28th of January first reported, still in grid and still on Path on 3rd March.

After first notifying the Council via Fix My Street of this on the 28th January, it is alarming to still see this Blue substance there on the 30th March 26. Whatever it is has not been cleared, even though the City Council has had their Street Scene workers a couple of times in this area. Trying to ascertain from the Council what this actually is has proven impossible. After much rainfall the fact that it is still there is concerning. I called the Council to find out what this actually is (from their inspection that they had informed me on a previous email which would take place 9th February). They were clueless, after going through explaining it all, I get told it's not on the system we use, it will be the Public Protection Team, gets transferred to them, explains again only to be told it's not us, it's Street Scene who dealt with that. Gets transferred again, told it's not us, it's Public Protection. I told them that's who has just put me through adamant it is your team. Surely if an inspection has taken place it should be relatively easy to find out any result which should be logged accordingly. Still no answer or any confirmation that this was ever even checked if it is a danger.

Still there 14th May since January, fact that this stuff hasn't just washed away after months of rainfall is concerning. Council never bothered to clear it, would not even clarify to me what is is, probably never even bothered to test a sample.

7 months after first reporting in January and Blue substance still there. Taken on the 7th July 26.
