Asb hotspot

This used to be an area where courtesy was common. However in the last 2years particular the times of afternoons to late in the evening ( summer time ) mainly and weekends anytime of year with Sunday mornings too; this area is a hotspot for asb behaviour. The children in question are differing ages. Some live on the estate and some are visiting. This is to highlight their behaviour is having a negative impact on others. Help is needed. Some residents of the flats are of special need; minority ethnic groupings or elderly too. They pay to live here. They are starting to feel like prisoners. Some have chosen to move. That is unfair. You see the noise levels are of high pitch ; the language used by kids is vulgar and they are sent out to play on this grass area so as to not ruin their own gardens. This grass area belongs not to them and are paid for by residents of flats. There is no supervision of these children who clearly have behaviour difficulties. There are 3 parks surrounding this estate. No parent wishes to make the effort to take kids there to burn off energy. These children have also vandalised thr bike shed nearby and feel its fine to touch people's cars, kick people's property with balls and stones especially the ones in the flats and when challenged .. its either abuse back or confrontation which no one wanted when they bought to live here. Its becoming worse each year and we could do with police presence but to save even that time , could this area of grass be altered ? The idea is that it could have more shrubs like the one part of it. That way residents could enjoy their homes, views and also parents can' make the effort to invest energy into the kids and take them to places more suited to their needs. The anxiety for further confrontation would also leave residents. Please help....
