Multiple vehicles parked causing access issues

The rented property (possibly running a business?) has 20-30 vehicles, at least 6 of them parked on the road for weeks on end. It is a very narrow lane and we currently have very large work wagons up and down as they are building a railway bridge at the bottom. These wagons are struggling to pass and inevitably have been having to drive over my grass verges, making a real mess, and making the narrow lane dangerous to people walking down the lane.
