Blocked pipe under verge so water pouring out on road

This pipe gets blocked every year and today the water coming down the hill in the ditch has nowhere to go so is flooding over the top of the bank into the road. It is continuing to flow down the hill where it will add to the already flooded and blocked drains by the bridge (already reported)
