Drainage ditch crosses under the road

The drainage system in the village is not working. Despite homes and church keeping ditches clear there are places the ditch water runs under roads and drive ways. When it doesn’t flow roads behind the blockage remain wet for hours. They then freeze and break up continuously! But not just roads. Houses are standing in high levels of water too. Ditches are full.
