Large van parked on raised verge, alongside double yellow lines, compromising safety and causing damage

A large sign written commercial van is parking on the raised grass verge at the end of the layby, making driving into and out of nearby properties on that same side of the road very difficult as vision is severely obstructed. The van is also destroying the verge area as it is too heavy to park on grass. There have been so many near misses over the years, getting worse over the last six to nine months, when pulling out of nearby driveways due to the restricted view past the van.
The owner of the van has been asked nicely numerous times to move their vehicle to somewhere safer but they refuse to do so. They did say once their two other commercial sign written vans were moved to business premises, they would be able to park their large van on the road in a safer place. Unfortunately, despite there being more spaces available to park on the road now, they still refuse to move their van to a safer place to create safer access into and out of nearby properties.
As this is a Council Highways Department issue due to double yellow lines on the road extending to the verge (making the verge a restricted area), causing an obstruction therefore compromising safety, and causing damage to the grass verge, we are looking for the Highways Department of the Council to take action and enforce the parking restrictions.
