Signs and bollards in cycle lane

The new cycle lane in Southgate st,which I use daily,is not cyclable,every day there are red bollards and yellow signs actually obstructing the lane!how is anyone supposed to go around it on a bike?this means going up and down on the pavement,it's ridiculous,I understand there needs to be a no car sign but there also needs to be room for a bike to go past!please use common sense and allow room for a bike by not completely obstructing it!
