Cars parked on double yellow lines

On this corner is a double yellow line. Cars constantly keep parking on these double yellow lines obscuring visibility for on coming traffic for cars wanting to turn from Eisteddfa road into the main road. It’s an accident waiting to happen. It’s happening all the time and an accident is bound to happen. Given the disregard for the law and others, pls can people marking here be fined or even better, bollards be placed to stop the illegal parking.
