Damaged glass on walkway, causing water ingress into property below

Some of the glass pieces (for natural light to basement lobby) fixed on the outside of the restaurant got damaged and one of them is now completely broken due to which the rainwater and dirt is now pouring to our basement guest sitting area. The Landlord advises this pavement has been adopted by the Council and so is their responsibility to repair.
