Shetland Road, Southmead – full length, including corner turning left onto Westleigh Road (behind BT cabinet) Issue type: Accumulated litter / failure of routine street cleansing / inaccurate closure of previous report Description: This is a new report following the closure of FixMyStreet reference 8704306, which was marked “Fixed” on [date], despite no attendance or cleansing having taken place. The condition of Shetland Road is unchanged. Litter remains ingrained along verges, hedge lines, footway edges, and around street furniture. In particular, there is ongoing significant accumulation behind and around the BT cabinet at the Westleigh Road corner, consistent with long-term neglect rather than recent littering. No evidence of mechanical or manual cleansing is visible (no disturbance of embedded waste, no cleared verge lines, no swept detritus patterns). The area appears not to have been attended at all. This raises concern that the previous report was closed administratively rather than following inspection or works, which undermines confidence in the service and prevents effective resolution. Why this matters: This is a key pedestrian route used daily by residents, NHS staff, and patients accessing Southmead Hospital. Persistent litter creates an environment that encourages further dumping and anti-social behaviour. Closing reports without attendance prevents systemic issues in routine cleansing schedules from being identified and corrected. Statutory and policy context: Environmental Protection Act 1990, s.89 – duty to keep relevant land clear of litter and refuse; this duty requires effective action, not administrative closure. DEFRA Code of Practice on Litter and Refuse – requires authorities to address persistently unacceptable conditions and litter embedded in verges, hedge lines, and areas missed by routine sweeping. Highways Act 1980, ss.41 & 130 – duty to maintain highways and ensure safe, unobstructed public use of footways and adjacent areas. Well-managed Highway Infrastructure: A Code of Practice – inspection and maintenance regimes must be demonstrably effective in practice. What is requested: Actual on-site inspection and cleansing of the full length of Shetland Road, including verges, hedge lines, and areas around street furniture (notably behind the BT cabinet). Confirmation of attendance (date/time) and what works were undertaken. Clarification of service responsibility where cleansing appears to fall between Waste, Highways, or Parks. Review of why the previous report was closed as “Fixed” without resolution, to prevent recurrence. Summary: This report concerns non-attendance and premature closure, not a one-off litter incident. The condition remains unresolved and requires a genuine, end-to-end response consistent with statutory duties.
