Unmarked bollard in centre of cycleway

There is a black bollard in the middle of the cycle way entrance at this junction as marked on the map. At the rear it is clear that there was previously reflective tape on this bollard but it is absent. Despite front lights there is no reflective marking. There is a very small non reflective sticker to suggest flow. This is very dangerous and yesterday was hit by a young cyclist who sustained chest and knee injuries as a result. The bollard should be a colour that does not blend in with the dark fence behind it or the ground and should have reflective markings on it, or TBH should be removed.
