Constantly parking on double yellows

Despite receiving PCNs for both not having a parking permit and parking on double yellows a resident of 69 Ridgway Road continues to park on double yellow lines outside 76 Ridgway Road and leaves his car parked on them from around 11:45pm going on till around 4pm the following day. He is more than aware of the rules of double yellow parking and is ignorantly parking on them just to be parked closer to 69 Ridgway Road as he can get rather than buying a parking permit.
