Nuts will need tightening down

Sunday morning at 6:10am I heard a commotion in the road, a tractor was pulling a huge mobile home through Timsbury along North road. When I went to walked the dog I realised they had undone the nuts and washers on the yellow island bollards and left them lying all in the road. It was very foggy and I saw cars swerving to avoid the central kerbs as it was now not obvious there was a central island. I did my best to put the bollards and washers and nuts back on by hand as I thought it was an immediate hazard. Can somebody come and tighten down the nuts properly with a big wrench. Maybe it needs something putting on them so they cannot be tampered with?
