Soak away drain always blocked

The report of this soak away drain in front of my property on council ground spans at least a decade. Their have been drain cleaners out to clear the street drains and this drain is never in the spect of their job. So when I have personally gone to speak to the men at work, there is nothing that can be done for ' health and safety' and damage to surrounding property. I can not clear it myself as the drain covers are bolted down and I do not have the physical strength to deal with it. I also effects the community as children are forced to walk in the street to away getting wet. Everyone around has reported this, repeatedly.
