Road and path consistently flood with light rain fall

This drain does not allow water to flow freely following rain fall.

It is incredibly dangerous and will cause an accident. The path is also sunken and I feel there is an issue with the drain it self, it needs full investigation to see what the problem is as untreated, this could cause subsidence the nearby property.
