Fly tipping continues

Just after the last huge fly tip was removed it has already started again with household looking waste (furniture and bags). There is also a remaining bat of used cat litter just across from the recycling bins which wasn't taken on the last collection. I have seen several rats in the area in the last week. Note that the suitcases seem to contain notebooks which may potentially be useful for identifying the culprit? Please fix the CCTV and enforce this ongoing problem which must be costing the council a lot.
