Massive rocks on edge of road

On the Hexham side of linnels bridge (Hexham to Slaley road) someone has put massive rocks on both sides of the road in the last 2 days, it doesn’t affect me but there are so many people that reverse back over the bridge to give way and accidentally go onto the kerb, these rocks are going to cause serious damage to cars. I just thought it’s really bad and is going to cause a lot of problems.
