Vans parking on paths

Residents of these flats here are parking a vehicle and 2 vans each household they aren't the only household 4 vans and 2 cars from just 2 flats blocking people from opening car doors to access there own cars cause there parking up beside you with a van on a path I tonight couldn't get my baby in a carseat into my car as they had parked a large van up beside my car I was physically unable to open the door while the driver sat in his phone with engine running this is not the first time I have had this problem I understand residents have to park vehicles there but not work vans I also have an older daughter with autism and I cannot see past my path with her cause of these tall vans housing have told me to report it now as it's not the first incident this has happened its completely unacceptable to not leave space for another vehicle to open there door
