Cars parked obstructively

In the photo you can see obstructive parking, in non spaces, this is potentially blocking access and making it difficult for emergency vehicles to access and maneuver. This is also blocking some bin stores and making it difficult for residents to get into actual parking spaces. There are notices that you can not park here and that fines will be issued. This is not enforced. The lettings agents constantly say this will be sorted with fines but again this has never happened.
