Line issue (Parking) problem

Permit parking sign has been removed by builders months ago. Building work has now been completed but no sign has been put back up so therefore non permit holders are now parking in our road. I have already reported this twice on line and even spoken to the patrolling traffic wardens but nothing has been done. As residents we pay for a parking permit yearly and it seems unfair that people can now park for free. I take it if there is no visible sign to say parking permit holders only then a parking ticket can not be enforced.
