A weekly litter pick on countryfiedMonger Lane, now has become a problem with laughing gas cannistors

I am unable to dispose of them in my bins, so I accumulate them to take them to the waste site. Are the authorities aware of this problem,? can they halt the progression of misuse? It is an ongoing problem in that I am finding empty foils from tablets, silver paper, vapes along with the trash from consumer goods. The country lanes are a target for deposits, surely the fines that are in place are not a deterrent, otherwise it would help in the councils debts.
