Motorcycle blocking the pavement for wheelchair access

So the owner of this motorcycle lives at the address adjacent to it (36 Lechlade Gardens) which clearly has a drive and a garage (where the motorcycle resides at night) Yet he chooses to block the pavement with it hindering anyone who may have to access the area in a wheel chair. It is also an unsafe object to leave on a pavement where children might be running around or a partially sighted person may walk straight into it. Surely our pavements are for pedestrians? The motorcycle is parked in this manner most evenings.
