Flooding

This road floods every time it rains, and has done since before the estate was resurfaced over 5 years ago. To compound matters the left hand lane has jow been designated parking for vehicle pumping the flood water from the villages forcing traffic into the deeper water. Who will pay when eventually a vehicle engine is ruined or an accident caused to a 2 wheeled vehicle?
