Loose cover-hole in footpath

There’s been a gaping hole around a manhole for months. The temporary solution was a rubber matted cover. This cover keeps moving, likely because it’s on a hill with lots of footfall. The hole keeps being exposed and is relying on the good will and strength of the neighbours to replace it best they can. Time for it to be filled by the service provider before someone is hurt either moving it, or falling in the gap.
