Flytipping next to communal bins again

I recently reported an absurd amount of rubbish and flytipping next to the communal bins on the corner of Northumberland and Dickens. No sooner one lot of rubbish is removed, the next lot appears. Now in the form of a front door. These bins cause more of a problem than they’re worth and the situation is not under control.
