Parking on a junction and a drop kerb

On doctors lane they is a care home on the corner, on the junction to Grange Park close so many cars at times parking opposite the junction but if cars are coming up doctors lane especially big Yorkshire water vans and you pull out you can’t get round because cars are opposite the junction, and the drop kerb leading to the blands always a car parked there so children and prams can’t use the path!!! I have had several polite words with some of the staff but no change at all
