Light sensor is not detecting vehicles problem

the South of Kayte Lane is chaos due to the temp lights and are badly coordinated. There does not seem to be any sign of people even working at these lights since they were up at the start of the week. This is having an even worse effect on the situation as the A435 is closed from highways and New Road is closed from the Severn Trent pipe work. Why are these temp lights allowed to be put up when the other roads are closed and no one is doing any work. The temp lights are for 'private building work' (see attached map from one.network).
