Neighbour keeps putting cones in the road to reserve his parking space

A neighbour is placing traffic cones and similar objects on the public roadway outside their property in an apparent attempt to reserve a parking space for private use. These cones are being placed on a public carriageway and are not authorised by the council.

My understanding is that on-street parking is managed by the council and belongs to all road users. Individuals cannot lawfully reserve or block a space outside their home with cones or other equipment, and these items may constitute an obstruction of the highway unless authorised.
