Overgrown trees and bushes

I am writing to formally raise a serious safety and environmental concern regarding the overgrown trees and bushes located behind the fence bordering our property and the adjacent public road.
The situation has become increasingly dangerous. As shown in the attached photographs, one large tree has already fallen onto the road, posing a significant risk to pedestrians, motorists, and nearby properties. Another large fallen tree is now inside our garden, creating further safety hazards and potential damage.
In addition, while some trees and bushes appear to have been cut back previously, the resulting green waste has not been cleared. This has led to a substantial accumulation of debris, creating an unsightly mess and a breeding ground for pests and rodents. The area is further deteriorating due to litter being thrown from the roadside, including cans and general waste.
Of particular concern are plastic trays containing dairy product remnants left behind the fence, which are highly likely to attract rodents and other pests, creating a serious hygiene and public health issue.
Given the above, I kindly but urgently request the following actions:
That all overgrown bushes and trees be cut back to fence level, That all fallen trees, branches, and accumulated green waste be fully cleared from the area, That any dumped waste, including plastic trays and food-related materials, be removed promptly.
Additionally can i request Council a written permission for us to maintain the tree/hawtharne bushes along side our propert adjacent to road . We propose to clear the bushes and trees and improve the area by planting suitable conifers, making the space safer and more visually appealing.

Thank you for your enquiry. On investigating this enquiry, advice has been sought through the Estates team and Grounds maintenance who maintain the grass verge. According to our records. The vegetation/trees behind the chestnut palling fence are privately owned and therefore not the responsibility of the Council to maintain. The Council has discretionary powers under the Miscellaneous Provisions Acts(s) to enforce owners to take appropriate action to trees which are deemed imminently dangerous, which the trees are not the case in this instance. It is recommended that you contact the owner to discuss your concerns. In order to find out who owns the land on which the trees in question stands, we suggest you contact Croydon Land Registry on 020 8781 9100.
