Council drain floods my garden

This is a council drain that drains a public road. A gully in the middle of Woodwell Road outside Laburnum Cottage (my house) goes under my driveway and under the railway line. There is an access cover at the bottom of my driveway that floods whenever there is heavy rain. The drain brickwork is broken inside and around the access cover and the drain is partially blocked where it goes under the railway line. The access cover lid does not fit. I reported this in 2018 and was told that there were going to be improvements to Woodwell Road drainage but nothing has happened. The bottom of my driveway turns into a pond when it rains, and I need to resurface my driveway which I can't do with the drain in this poor state.
